The Project of Implementation Management and Import/Export Permit Reviewing for Toxic and Concern of Chemical Substances

The main objective of this project is to evaluate, promote and implement the management of toxic chemical substances in our country to achieve the sound management of toxic chemical substances. First and foremost, the latest information of 4 international conventions including the Stockholm Convention were collected and collated, also the international management methods of Mercury, Dicofol, Perfluorooctanoic acid(PFOA), Perfluorooctane sulfonic acid(PFOS), Lithium perfluorooctane sulfonate, Perfluorooctane sulfonyl fluoride(PFOSF), Tetrabromodiphenyl ether and Pentabromodiphenyl ether 7 substances in total were collected and collated, then some amendments of the Listed Controlled Toxic Chemical Substance and Its Handling Management Items were suggested. Besides, since the definition of class 4 toxic chemical substances was amended in Toxic and Concerned Chemical Substances Control Act, the handling situation, toxicological information, requirements of international regulations of 119 class 4 toxic chemical substances were reviewed, then amendments of toxicity classification were suggested. Moreover, regulations, assignment of management responsibility and authorities among different government departments and agencies and collaboration mechanisms of consumer products containing chemicals of the United States of America, the European Union, the Federal Republic of Germany, the Kingdom of Sweden, Japan and People's Republic of China were studied to provide references for our country. In order to finalize the management of consumer products in our country, consumer products containing chemicals were recommended to be managed under government department of consumer products, and having interdepartmental coordination when needed, such as government department of environment could provide chemicals information for assisting the relevant regulations on consumer products containing chemicals. In addition, to improve the correctness of the reported releases quantities of handler, reported releases quantities records of 30 designated toxic chemical substances in calculation guidance in 2018 were checked and a public document were published. There are 778 records were completed in abovementioned process and 334 records of them were doubtful, the doubtful records were provided for Environmental Protection Bureaus of relevant 15 counties(cities) to inspect on-site and consult. Furthermore, 25 on-site inspection and consultations and 3 training courses were organized for assisting handlers who have common mistakes or questions to improve in reporting and enable the reported release quantities more conform to real release quantities. Aside from the revision of the management system of toxic chemical substances, preliminary review of import regulation code 801/837 of chemical goods, enhancement the friendliness of system, propagandas and consultations of the management of toxic chemical substances, and others were executed. For the preliminary review of import regulation code 801-5/837-6 of chemical goods, 533 applications were processed and 451 documents were issued. The main applied chemical goods are chemical goods with Standard Classification of Commodity of The Republic of China Code (C.C.C. Code) of 3808.92.20.90-4(other fungicides products), for instance, disinfecting and mold cleaners used within households. Meanwhile, the main reason of return of the applications includes incomplete submission (documents were incomplete), remained incomplete beyond 7 working days and so forth. For friendliness of the system, over printing of page numbers on document/permit were newly added, designation of responsive website of Cross-Border Management of Chemical Commodity System, Hazard Information of Asbestos and Toxic Chemical Substances Reporting and Managing System were completed on November. For propagandas and consultations of the management of toxic chemical substances, 5 lines of customer service hotlines were provided and 900 calls were received monthly in average, additionally, 9 seminars for handlers, 2 seminars for Environmental Protection Bureaus and 1 performance review meeting were held to assist handler and management entities to get more familiar to the system and regulation of toxic chemical substances.
